“States rights” is often a cover for holding bigoted views. Reagan kicked off his Presidential bid with a speech on states rights at a fair near Philadelphia, Mississippi, a town that gained national prominence as the murder site of three African-American civil rights workers who were seeking to enroll black citizens to vote (they were murdered by members of the Klu Klux Klan.)

If that isn’t dog whistling to pick up a few racist votes, I don’t know what is. I categorise most of Ron Paul’s comments in the same way.
